On October 14, Ukrainian presidential adviser Serhii Beskrestnov claimed SpaceX overnight imposed an unannounced 100 mph (160 km/h) in-motion limit on StarShield military terminals, disrupting several missions; Reuters reported the claim and SpaceX has not commented. StarShield is SpaceX's government-only service, separate from commercial Starlink: the Pentagon, now the Department of War, buys it under Space Force contracts and has paid for Starlink service in Ukraine since 2023, and Musk has said the StarShield network is "operated by the US government" and "not under SpaceX control."

On October 12, UK regulator Ofcom published a paper backing targeted updates to the ITU's EPFD limits at or by WRC-27, followed by a more fundamental review at WRC-31. The late-1990s limits protect GEO satellites from LEO constellations in the Ku and Ka bands. Why it matters: the FCC already replaced them for US operation in July, but the ITU limits still govern globally, and WRC-23 allowed only studies without regulatory consequence.

Brazil's telecom regulator ANATEL voted on October 9 to grant Starlink 15+15 MHz of 2 GHz S-band spectrum for direct-to-cell service, half of the 30+30 MHz it first sought. The 4-1 decision covers 10+10 MHz through 2038 and an extra 5+5 MHz until June 2029, when EchoStar's rights in that block expire.

NASA and the Energy Department signed an MOU on October 8 that sets up end-to-end cooperation on space nuclear power and propulsion, from research and fuel production to testing, launch and operations, effective November 1. It matters because it firms up DOE support for SR-1 Freedom, a nuclear-electric Mars spacecraft due in late 2028, and Lunar Reactor-1, meant to power the Moon Base through lunar night.

On October 7 FCC Chairman Brendan Carr put two direct-to-device proposals on the October 29 agenda: a 25 MHz auction in the 1675–1695 and 2020–2025 MHz bands for 5G, D2D or both, and 482 MHz more spectrum eligible for satellite-to-phone leasing. It matters for Starlink Mobile because the FCC deferred SpaceX’s 2020–2025 MHz request on October 6, and an auction could pit SpaceX against AST SpaceMobile and Amazon.
